Hm, I can't recall how much my 3711 puffed, it's been a year.
In theory though, if there is ANY puff from the yeast, it should be good. Underpitching isn't something I would worry about with saison in general, and 3711 in specific.
If you are worried though, set aside half of your wort. Pitch to the other half. at 24 hours, combine them. Congrats, you have just done a 2.5 gallon step-up starter.

I agree, any puff at all just go for it. You get better ester development from growth that occurs with a lower pitching rate in saisons versus many other beers. I tend to underpitch most belgian beers for that reason. Hefeweizen is another one to do a low pitch.

Oh, and 3711 is awesome. I really like using that yeast for my saisons. Much easier to work with than the DuPont strain and I prefer the flavor most of the time. I am bringing a low ABV, hoppy saison I used the similar Belle Saison dry yeast in to the meeting tonight.
