In my opinion, IBU have become somewhat irrelevant, as IBU only estimates isomerized alpha acids, but you can get bitterness from late/dry hop additions also. They may add 0 IBU, but they can add bitterness.

Perceived bitterness greatly influenced by residual sweetness in the beer and many other things. Frankly, I don't care about IBU's. The original intent of the measurement has been grossly mutated. The IPA push these days is flavor and aroma and more reasonable bitterness anyway.
