Should we plan something as a group to celebrate this historic day? Maybe a outing of some type or a big beer brew day event?

Sounds like an idea. Once the bill is official, lets make some plans. May need to discuss at the next meeting. One big bonus, the Festival of Iowa Beers should have some cool beers this year from our professional friends. They seemed jealous in the past when they could come drink huge beers from us but not bring some themselves.

We ( Iowa Brewers Guild ) just recieved this statement as part of an email from Mike England..... Cheers!!!!
All,
The enrolled version of the bill containing the High Proof Beer language (SF2088) is now public and on the states legislative site. The Governor is to sign it this Wednesday morning at 11:30 am. The HP Beer section becomes effective upon signing. We (at ABD) just got our first look at the final language as our Administrator did not consult any staff at ABD in Licensing, Regulation or IT.
So its almost here everyone! Thanks for all your help.

There is a good possibility that we wont actually be able to do anything till July, but you should be able to get some good beer at Hy Vee very shortly.

So, here's something curious. When I search for SF 2088, something completely unrelated to beer shows up....
=================
Bill Text
PAG LIN
1 1 Section 1. NEW SECTION. 709.18 ABUSE OF A CORPSE.
1 2 A person commits abuse of a human corpse if the person
1 3 knowingly and intentionally engages in a sex act, as defined
1 4 in section 702.17, with a human corpse. Abuse of a human
1 5 corpse is a class "D" felony.
1 6 EXPLANATION
1 7 This bill establishes the crime of abuse of a human corpse
1 8 which is defined as knowingly and intentionally engaging in a
1 9 sex act with a human corpse. Abuse of a human corpse is a
1 10 class "D" felony for which the sentence is confinement for no
1 11 more than five years and a possible fine of at least $500 and
1 12 no more than $7,500.
1 13 LSB 3831SV 76
1 14 pf/cf/24

Does anyone know if the state Senate recycles bill numbers?

Well, I for one, can now sleep well knowing that if I should die in my sleep and someone abuses my corpse, that it is a class "D" felony....
A further look at the link you provided says that this bill was signed into law in 1996. So I would say that the numbers must be recycled at some point. It apears that somehow your search was on the 76th General Assembly, where the current is the 83rd.
I think the ammendment to 2088 in question, was SF2091, which was later replaced by SF2322. This bill defines "high alcoholic beer" as between 5% ABW and 12% ABW.

Beer be gone
03/10/10 filed by Jeneane Beck Some Iowa liquor stores are rushing to sell their inventory of high alcohol beer before noon today (Wednesday). At 11:30 the Governor will sign legislation that changes the state’s beer distribution system leaving both retailers and the state scrambling un-load a product with a very limited shelf life. (3:02)

So, I will ask again, is anyone interested in meeting for a quick one after work at 3B to raise a glass and toast to the passage of the new Big Native Beer Bill?
I can't stay long, but probably have the bandwidth for a quick one.
